Human civilization, has mostly focused on addressing the factors that threaten its values, rather than reducing the risk of an unwanted phenomenon, managing it, or increasing the resilience of the given organization The goal of the research to generating a much richer, parametric driven design behavioral framework to improve the conventional linear civil engineering planning approaches. The objective of this research is to explore aspects of geographic-based urban modeling and environmental intervention. The GeoICT based real-time feedback could assist in understanding the effects of altering land use and construction interactions. The information technology workflow enable more complex measurement and modeling, and revise the economics of civil engineering planning by improving the sustainability of natural and built environment. The research focuses on specific issues and strategies for developing the Geoinformation (GI) Infrastructure as a structural fundament. The GI based smart models could simulate the impacts of the planned infrastructure in the affected areas and optimize the environmental risks. The planned research applies the GeoDesig concepts: planning assessment – planning intervention. The first model comprises the assessment process, looking at existing conditions within a geographic context, the second model comprise the intervention process, looking at how that context might be changed, the potential consequences of those changes, and whether the context should be changed.
Geographic information is vital to make trustworthy decisions at the local, regional, and global levels. Engineering planning, landscape planning, crime management, business development, flood mitigation, environmental restoration, community land use assessments and disaster recovery are just a few examples of areas in which decision-makers are benefiting from geographic information, together with the associated Spatial Data Infrastructure.
